Cropping removes pixels outside the selected area — the kept area is pixel-for-pixel identical to the original. Quality only degrades if you crop to a size larger than the original (upscaling).

Cropping removes parts of the image — dimensions change but pixel density of the kept area is unchanged. Resizing changes the entire image's dimensions. Often both are needed: crop composition, then resize to target dimensions.
